Could it be a "Muddle of Masts" perhaps? Why is it that if these were electricity poles or telecommunications towers they'd be considered a blight, but because they are connected to boats they are romantic and scenic and photo-worthy?Mooloolaba

That's a whole lot of boats!
Given the noise that the rigging makes as it knocks against the aluminium masts the collective noun could be "a melody or medley of masts". Visually it could be a "mishmash of masts". Working with the alliteration theme.
