If I had to have an educated guess, I would guess that this is the busiest thoroughfare on the entire Coast. I guess those two chain-saw attacked Queen Palms are Council's way of explaining why we shouldn't plant them.
Leading by example so to speak. They aren't "self-cleaning" you see, so to keep them tidy, they chainsaw the old fronds off, and leave a little bunch of whatever is still green.
All they need is some cross trees and a transformer or light fitting and they'd fit right in.
