Unsure

 The flag definitely indicates the wind is blowing from the left of picture.  So is the person actually sheltering on the wrong side of the break?

I think so.

    I have another theory - maybe the wind was blowing in this direction just for a bit, then the picture was taken. Yay or nay? :D
